In South Africa, the journey towards land reform and redistribution is a complex one, shaped by historical inequalities and the 2024 Expropriation Act. This legislation empowers the state to expropriate land for public interest, with or without compensation, with the aim of accelerating land reform and addressing historical dispossession.

The broader land reform framework includes restitution, land tenure reform, and redistribution, but the latter has been the most emphasized approach in recent years. However, challenges persist. Administrative and implementation bottlenecks have slowed down redistribution efforts, while elite capture and corruption undermine equitable access for rightful beneficiaries. Critics warn that the 2024 Expropriation Act may undermine property rights and deter investment due to the risk of land confiscation without compensation in certain cases.

Balancing individual and communal land use is another challenge. When land is returned to communities, disputes arise over dividing land into individual plots or managing it communally, with risks of power abuses within communities. A visit to the township of eSikhaleni reveals a place that resembles Umoja before high-rises were built or Nairobi's kanjo houses in the 1980s. The township, clean and decent, contrasts the general perception of South African townships as riddled with unemployment and crime.

The University of Zululand, located in the small town of Empangeni, is over 60 years old and has predominantly black students. The university is built on a hill overlooking gum (eucalyptus) and sugar cane plantations. South Africa, due to its industrialization, has less demand for land compared to other countries, such as Kenya where the economy is estimated to be 80% informal.

The Expropriation Act aims to redistribute land acquired during apartheid to its original owners if they claim it. Customs such as the dowry among the Zulu and Swazi, where it goes down with the number of children a lady has before marriage, and among the Bapendi, where it increases with the number of children, are still practiced. However, the fate of the old landowners or their wealth in South Africa is not discussed in this article.

South Africa's long and exhausting journey towards equality, integration, and high standards of living continues, with the transfer of land and skills being a key focus. Balancing history, national aspirations, the private sector, and geopolitics remains a challenging but necessary task. The dream of meeting an inyanga or a sangoma was not fulfilled, as South Africa has few churches. Yet, the country moves forward, striving for a more equitable and prosperous future.
