India Sends Largest-Ever Delegation of Legislators to NCSL Summit in Boston
India is making a significant stride in global democratic engagement with the largest-ever Indian legislative delegation attending the National Conference of State Legislatures (NCSL) Summit in Boston, USA. Over 130 Members of Legislative Assemblies (MLAs) and Members of Legislative Councils (MLCs) from 24 states and 21 political parties are participating in the summit from August 4-6, 2025.
This pioneering endeavour, facilitated by the National Legislators' Conference Bharat (NLC Bharat), is a first-of-its-kind initiative that aims to foster cross-border learning, enhance legislative capacity, and provide exposure to international best practices in governance and lawmaking.
NLC Bharat, a non-partisan, future-oriented platform, is dedicated to empowering Indian legislators and fostering national and international legislative collaboration, cooperation, and dialogue for sharing knowledge and best practices. The organisation's goal is to build meaningful bridges across democracies, learn from each other, and kindle conversations that transcend borders and strengthen governance.
At the NCSL summit, the Indian legislators will engage in high-level sessions with more than 7,000 lawmakers worldwide, discussing key contemporary issues such as artificial intelligence in governance, digital democracy, cybersecurity, voter trust, and policy innovation. The program includes academic briefings on U.S. legislative practices and networking opportunities with Indian-origin leaders in public service, academia, and industry.
Dr. Rahul Karad, Founder of NLC Bharat, emphasised the importance of the delegation, stating it as a living expression of Bharat's democratic strength and unity in diversity. He further added that the delegation carries the hopes of a billion citizens and the essence of an ancient civilization.
The Boston delegation's engagements aim to foster meaningful dialogue between the world's two largest democracies and deepen ties with the Indian diaspora. The itinerary for the Bharatiya delegation includes academic orientation programs on U.S. legislative systems, visits to local institutions and state assemblies, and meetings with Indian-origin leaders across politics, academia, and industry.
Future visits for Indian legislators are planned to countries across Asia, Europe, and the Americas as part of a larger vision to create a series of international exposure programs. This initiative, which began in 2024 with a pioneering group of 50 legislators participating in the Legislative Summit held in Louisville, USA, is unprecedented in independent Bharat and was neither undertaken by the government nor any other institution.
The NCSL Summit in Boston, 2025, is a significant step toward strengthening global democratic engagement and NLC Bharat aspires to build a stronger, more informed, and globally connected legislative ecosystem through this structured engagement model.
