Digital shift in voucher distribution for children's benefits: Capital now opts for digital method

Digital shift in voucher distribution for children's benefits to electronic platforms is the new capital focus, according to QOSYMSHA.KZ.

In Astana, a new digital platform named QOSYMSHA.KZ is revolutionising access to children's extracurricular activities, aiming to make participation more convenient and inclusive for kids across the country. This centralised, user-friendly online system consolidates a wide variety of activities, from sports clubs to arts classes, language courses, and academic groups, into one easy-to-navigate platform.

Enhancing Access and Promoting Development

QOSYMSHA.KZ offers several features designed to make it simpler for parents and children to find, register, and participate in various extracurricular programs. Centralised information, simplified registration, accessibility, transparency, and support for development are all key aspects of the platform. By providing a comprehensive catalog, search and filter functions, online registration and payment, personal accounts, regular updates, and collaboration with educational institutions and local organisations, QOSYMSHA.KZ aims to foster greater participation in extracurricular activities.

Key Features of QOSYMSHA.KZ

With a user-friendly interface, QOSYMSHA.KZ is designed to be intuitive for both parents and children. Users can search activities based on age, location, type, or schedule, making it easy to find suitable options. Online registration and payment enable smooth enrollment and fee payment, if applicable, and personal accounts allow tracking of registered activities and notifications. Regular updates ensure that listings and information remain current.

Prioritising Vulnerable Children

The new model for voucher distribution in Astana prioritises children based on social vulnerability, not the time of application submission. Orphans, children from families with disabilities, and recipients of targeted social assistance have coefficients of 3-4, while children from large families have a coefficient of 2, and all other children aged 4 to 18 receive a coefficient of 1. This system aims to address the previous challenges faced by the voucher-based funding system, such as unequal access, confusion in queues, and lack of coordination between departments.

Nationwide Impact

The program aims to cover over 500,000 children nationwide by 2025, with more than 25,000 in Astana. The model tested in the capital is expected to serve as a basis for nationwide rollout. The system is hosted on the secure E-ORDA IT infrastructure to prevent third-party interference and ensure transparency in distribution. The voucher is no longer tied to a specific club, but 'follows the child', allowing parents to choose a suitable section after receiving the voucher.

In conclusion, QOSYMSHA.KZ strives to create equal access conditions to additional education, eliminating bureaucratic barriers and strengthening support for children from vulnerable categories. By making discovery and enrollment more convenient and inclusive, the platform supports children's diverse interests and talents across Kazakhstan. Only families with permanent or temporary registration in the city of Nur-Sultan can apply for the voucher program, with the project implemented by the Nur-Sultan Akimat with the participation of the Education, Physical Culture and Sports, and Culture Departments.

  • QOSYMSHA.KZ, with its focus on technology, offers a comprehensive and user-friendly platform aimed at facilitating children's education-and-self-development by consolidating various extracurricular activities.
  • By integrating features such as simplified registration, accessibility, search functions, and online payment, the technology-driven QOSYMSHA.KZ platform seeks to promote development and make participation in extracurricular activities more equitable across Kazakhstan.
