Canada Expands Post-Graduation Work Permit Eligibility for International Students

International students in Canada can now breathe a sigh of relief as all Designated Learning Institutions (DLIs) are now allowed to offer Post-Graduation Work Permit (PGWP) eligible programs. This change, effective since June 25, 2025, ensures that students who graduate from eligible programs can apply for a PGWP, provided they meet certain conditions.

To qualify, students must complete an academic, vocational, or professional training program lasting at least eight months at an eligible institution. They must maintain full-time student status and obtain official documents confirming their program completion. PGWPs are open work permits, allowing graduates to work for most employers in most industries in Canada. The duration of the PGWP depends on the level and length of the program, with master's programs eligible for up to 3 years.

PGWPs can be crucial for international students aiming to build eligibility for Canadian permanent residence programs like the Canadian Experience Class. However, it's important to note that PGWPs are issued only once, and graduates cannot complete another educational program to reapply. Students must also be admissible to Canada at the time of their PGWP application.

To check if their school is a DLI and offers PGWP-eligible programs, students should use the IRCC DLI List page. This change ensures that more international students can now qualify for a PGWP upon graduation, providing them with valuable work experience and potentially paving the way for permanent residence in Canada.
